Find the rule your Chemical Hygiene Plan is written to

OSHA's Laboratory Standard (29 CFR 1910.1450) requires a Chemical Hygiene Plan wherever employees use hazardous chemicals in a laboratory. Federal OSHA does not cover state and local government, though, so for a public school district, a state university or a city lab the answer depends on the state, and for a company or a private school the state decides which version of the rule applies. This course settles it for all 50 states, the District of Columbia and the territories.

It is written for Chemical Hygiene Officers, laboratory managers and safety staff in education (school districts, private schools, colleges and universities) and in industry (companies, hospitals, contract and testing labs, and state and city agency labs).

What is inside

  • How state coverage works: the federal floor, why federal OSHA stops at public employers, the three situations a state can be in, and how the same map reads in a school and in a company or lab.
  • A finder table: one row for each of the 56 states and territories, pointing to the lesson that holds its rule.
  • The 22 State Plans that cover every employer: each state's laboratory rule, whether it adopts the federal text or writes its own, and the school guidance it publishes.
  • The seven State Plans for public employers only: Connecticut, Illinois, Maine, Massachusetts, New Jersey, New York and the U.S. Virgin Islands, where a public school or agency lab and a company or private school follow different programs.
  • The states with no State Plan: which apply OSHA's standards to public employees, which require a school plan through their own school or health rules, and which require nothing.
  • When no rule reaches your school or organization: how a school board, a university or an agency adopts the standard by policy, step by step.
  • What You Learned: flip cards at the end of each section.

Why it is different

Every row was read from the state's own code or agency and links to the rule itself, not to a summary. Each lesson shows how to write your plan's "Written to" line, and how to check your state's row again at your plan's yearly review.

It pairs with Write an Effective Chemical Hygiene Plan (Templates, Tips and Tricks), which takes you through writing the plan.
